They are waiting for an alien invasion so that they can do something to tighten up security in London.If you don't live anywhere near London, nothing will happen.
They are preparing & planning an alien 911 invasion, however since I won't be there & I will not be watching the olympics, whos going to care.
If they have to fake an alien invasion, doesn't that mean that there is no threat & the game is up for them.
